Factory or Commercially made is where a production line of some sort is established in making decoys. It is like where a lot of same type of decoys are made. This does not mean that a single person in the garage that is making decoys for a living is not a factory or commercial entity. I believe that anybody or a group of folks making decoys as a living, then their fish are considered to be factory or commercially made.
